Quick Cry for Help

Apparently my googling sklls are woefully inadequate. I've been looking up info on the obelisk in the center of Buenos Aires at Corrientes and 9 de Julio. I've found that each side supposedly commemorates something different, but no one says WHAT. I've read that it's where it is because that's where the first Argentine flag was raised and that it was put up on either the cities 25th anniversary or the countries 400th (?) but not a single damn web page says what the hell the the sides actually commemorate!

Can anyone find this? I've spent the last half hour searching....
